Research On Input Output Efficiency Of Higher Education In Jilin Province

Colleges and universities are an important part of the education system,and one of the three main bodies of our national science and technology innovation system.They shoulder the heavy responsibility of talent cultivation,scientific research,social services and cultural heritage and innovation.Under the background of international talent competition in the era of talent circulation,scientific and effective evaluation of university input and output efficiency,both rational allocation of limited resources and improvement of innovation ability are important topics related to the progress of the country,society and universities,it also graduates.The quality of cultivation and the quality of employment are closely related.The report of the 19 th CPC National Congress regards innovation and education as a key component of the new journey of building a socialist modernization power.It is once again clear that building a higher education power is a basic project of the great rejuvenation of the Chinese nation,emphasizing the need to put education in a strategic position of priority development.Accelerate the modernization of education and information,then run universities that the people are satisfied with.After China’s higher education entered the era of popularization,the scale of education continued to expand,and the state and society’s investment in education resources of higher education institutions also increased.However,the scarcity of resources determined that quality education resources are not destined to meet the needs of the current people.Therefore,through the empirical research on the input and output efficiency of higher education in Jilin Province,we can find the problems in the allocation of educational resources in Jilin Province,and provide data analysis support,which has certain reference to improve the efficiency level and international competitiveness of higher education in China.This paper firstly analyzes the research background and grasps the current research status of the input and output efficiency of higher education in the academic circles at home and abroad.confirms the theoretical value and practical significance of this research.Secondly,after summarizing the input and output indicators,the advantages of DEA analysis and the characteristics of each model in the existing research,the evaluation index system applied in this paper is established.Then the CCR,BBC and Malmquist models are selected.Collecting the data of 18 colleges and universities in Jilin Province from 2014 to 2016,using the econometric analysis method and the comparative analysismethod,the universities and colleges are evaluated through static analysis and dynamic analysis.The results show that in 2014,50% of colleges and universities achieved the same effective DEA and scale returns.Only one of the nine universities with invalid DEA had diminishing returns,while the other eight were in increasing returns.In 2015,there were66.67%.The university has achieved the effective scale and DEA effective status.Two of the six universities with invalid DEA belong to the state of diminishing returns to scale,and 4 are in the period of increasing returns to scale.In 2016,66.67% of the universities were in the DEA effective and the scale returns.In the best case,4 of the other 6 colleges and universities are in a state of diminishing returns to scale,and 2 are in increasing returns to scale.In this paper,the DEA non-effective colleges and universities mainly have too many investment in science and technology and too much investment by full-time teachers.The corresponding improvement schemes are given by calculation.The main reason for the increase in the efficiency of the input and output of all factors in Jilin Province is the improvement of technological progress efficiency and the improvement of the pure technical efficiency change index.Among them,the technological progress efficiency change index growth plays a greater role.Finally,draw on the experience of improving the efficiency of input and output of higher education abroad,and put forward feasible suggestions to universities in Jilin Provinc.I hope to give reference for the improvement of input and output efficiency of higher education in other regions of China.
