With the development of our national economy and the improvement of people's living standard, national come to realize the importance of children's education. Good Pre-school education will make children develop better in fields of the cognitive, language and thinking operation and so no, and have the long-term positive effects that will continue to adulthood on the children's perception and learning, But the pattern in China at present of giving priority to the private kindergartens and supplementing by public kindergartens brings the phenomenon that it's difficult to join in the private kindergartens to learn and it takes much more money to join in the public kindergartens. We firstly don't discuss whether children can receive good pre-school education, some children have to say no to pre-school education because of the poor family.Pre-school education is the one of the basic livelihood service, and the realization of the obligation of it can be able to ensure that members of society enjoy the equalization of public services and can achieve the goal of the scientific development concept requirement that we develop for the people,rely on the people to develop and people share the fruits of development. however after the realization of the obligation of pre-school education, the government need invest finance capital. Only Government have the financial resources and it is possible for the realization of the obligation of pre-school education, otherwise,everything is empty. Firstly the paper analyses the objective necessity of the obligation of pre-school education in our country, then analyses the status quo of the development of kindergarten education and finally focuses on the analysis of the state's financial demand after the obligation of the kindergarten education and compares with the current financial strength in order to explore the feasibility of the obligation of the kindergarten.
