In2010, the National Long-term Talent Development Plan (2010-2020)was issued, putting forth10policies. With the successive emergence ofthese policies, the blueprint described by the Talent Development Planhas gradually come into reality. In the year of2011, the government ofZhejiang Province officially issued the Twelfth Five-Year Plan onZhejiang Province's Talent Development. In the meantime, Pinghu hasrecently released its925Talent Development Plan, which indicates that atall nationwide levels, the work on talents and talent development havebeen listed as the act of a strategy to be planned, and in addition, talentshave become an important guarantee of our country's economy and socialdevelopment. In the process of these plans' implementation, we need tocollect excellent ideas by brainstorming throughout all the governmentsin our country, to carry out constant innovation, to break the outwornconventions and to absorb in domestic and foreign advanced experienceand theories. It requires us to take breakthrough in all mechanism levels:talents' introduction, cultivation, and utility, in order to achieve the goalof successful transformation and aggrandizement of talents' accumulation, and finally to realize the continuous development in the quantity andquality of talents.This thesis is based on the research of how the city of Pinghuintroduces, cultivates and develops its talents, to explore its features intalent development. First of all, this study analyzed domestic and foreignadvanced talent mechanism, especially focused on the case of US, theNo.1talent advanced country, to examine an appropriate road of talentmechanism transformation. At the same time, the thesis undertakescomprehensive summary on the conditions and current problems of talentresources within the nation, Zhejiang province and the city of Pinghu, asto clear the current personnel at all levels of the environment of talentmechanism, and the direction of the transformation. The study paysspecial attention to the cases, lists talent mechanism the innovationmeasures taken in Wuxi, Changxin, Zhong Guancun, etc., proposes to thePinghu's talents mechanism of transformation of the referentialsignificance.The text is divided into six chapters: the first chapter is the introduction,mainly about the importance of the work, the purpose and significance ofthis research in talent mechanism transformation, research status, ideasand methods; the second chapter is about the concept and theory of talent;the third chapter is to examine the country, Zhejiang province, andPinghu City's three stage talent resource current situation and existentproblems; the fourth chapter is to summarize its significance in Pinghu by studying typical cases of talent mechanism transformation in all parts ofthe country; the fifth chapter puts forth suggestions on transformation ofPinghu's talent mechanism; the sixth chapter is the conclusion of thisstudy, with further prospects.
