Globalization makes the techniques and methods of human resources management undergo unprecedented changes, and the human resource management in China is gradually developing towards a marketable, standardized, scientific, international and professional direction. As the core of human resource management, performance management is a premise to establish a modern human resources management system in enterprise, and performance appraisal is an important part of the performance management. The competition between universities, in essence, is the competition of human resources. At present, many colleges have come to realize the importance of performance management, so they do a lot of jobs and make many attempts in performance appraisal, but they are still at an early and exploratory stage.As one of the modes in China, independent colleges own dual advantages since their establishment that own the vitality of private mechanism and enjoy brand and high quality education resources of the maternal university. As an important component of independent college's faculty------counselors play a vital role in cultivating students and the stability and development of the college. The counselors'work in independent colleges has its particularity, so performance appraisal of them is a major issue for the construction of faculty. As a newly established independent college, TF College introduced market and private mechanism management mode when founded, and made certain exploration in counselor performance appraisal. Based on the performance appraisal status of the counselors in TF college, this paper uses 360-degree feedback, Delphi method, KPI theory; forms a scheme of constructing the counselor performance appraisal; explores a scientific and reasonable method to appraise the counselors, in order to improve their performance for the development of both college and counselors.There are five chapters in the paper. The first chapter introduces the background, purpose and significance of the research, which constructs the content system and main research methods. The second chapter presents related document expatiation of counselor performance appraisal; introduces the meaning, method, factors, subject and process of performance appraisal, as well as the counselor performance appraisal in the domestic and foreign universities. The third chapter introduces the counselor team and the implementation of performance appraisal for individual in TF College, and analyzes existing deficiency in performance' appraisal. The fourth chapter is the most important part in the paper. Based on the characteristics of the counselors'work in independent college, it forms a scheme of constructing counselor performance appraisal system; ascertains the basic ideas of improvement in performance appraisal system; uses 360-degree feedback to set the subject of appraisal; uses KPI to select the key indicators of the counselors'performance; constructs the key indicator system; uses Delphi method to determine the proportion of each index, and applies the results of appraisal to payroll, employment, appraisal and punishment, career planning etc. The fifth chapter is the conclusion. It proposes the outcome of the research and some suggestions, and puts forward the author's opinion on some questions.This paper has the following four aspects of innovation:First, based on the characteristics of the counselors'work in independent college, it establishes a set of performance appraisal scheme for them.Second, combine group with individual, annual with monthly in the design of the counselors'performance appraisal system. Third, clearly put the "student development guidance" as a core index of performance appraisal.Fourth, carry the humanistic management notion through the design of performance appraisal system.
