The public elective course is an important part of university curriculum system in China, it plays a very important role in the curriculum system in china. The public elective course is designed to improve the students’knowledge structure, improving students’ humanistic quality, cultivation of students’scientific quality. In today’s society, the talent competition is very fierce, practical talents is the goal of training students in Colleges and universities, students only learn most useful in solving problems in the limited time. The public elective course can adapt to the social life, it also has multiple functions expansion of knowledge, skills, comprehensive training in a body, with distinct characteristics, have the obvious difference with the required course. Classes are taught by University of unified management of public elective in Universities in China, in charge of public elective courses, registration, review teaching inspection work. Overviewing the present situation on the public elective course offered, there are still many problems in the public elective courses and management of colleges and universities, public elective course offered and teaching quality is a weak link in the university curriculum system of our country in the process of the training set. The outstanding problem is still in a passive situation of students in the elective course, it is not qualified for its role, it seems be not valued course. This paper first discussed the relationship of our country public elective course and the effect of concept and the credit system, and on this basis, summarized through analysis the issue of students lack of public elective options, public elective course setting unreasonable structure, public elective courses to be improved and other issues exist in the quality management in the course of public elective course in Colleges and universities. According to the advanced experience of management of public elective course of the United States, Japan and South Korea and other colleges and universities, puts forward the subject status of students, scientific setting elective course structure and the countermeasures to improve the quality of public elective courses, in order to play students initiative public elective courses, to provide reference for the cultivation of innovative talents.
