Basic educational curriculum reform requires more on teaching ability of teachers. The traditional"spoon-fed"mode of education, which neglects physiological and psychological characteristics of individual students, has been proven to be the shackles of the current education for sustainable development. As promoting quality education in the referendum now, we should not only enable students to "learn", but also enable students to "learn", which has become the consensus of the majority of teachers. However, in the actual process of teaching, educational administrators find that teachers are in the lack of a systematic, comprehensive and clear understanding about instructing study methods, and the effect of study method is not obvious. Therefore, the ability to train teachers'instruct study methods has become an important issue in educational management.This paper, taking Suzhou No. 26 Middle School as a case with action research methods, focuses on capacity-building program to instruct study methods and analysis its implementation process. The study finds that this school's "three steps" capacity-building model——"school-based training - teaching practice - summary and discussion," and its practical results have a positive and applicative meaning. I hope that, through this systematic analysis of the program, we can provide a new perspective and a useful reference for enhancing the professional competence of teachers so as to facilitate the promotion of quality education in schools.
