The problem of"admissions to junior middle school" is one of the controversial issues in China's current compulsory education. Solving this problem is of vital importance for increasing the government credibility and social fairness.Based on the scenarios in Beijing, the author discusses the policies on school choice for"junior middle school admissions"made by the Beijing Municipal Education Department, and also collects other alternatives to admissions from channels such as internet, magazines, and newspapers in addition to the ones made by the government. In order to have their children enrolled in key middle schools, training tuitions and admission fees will be a large amount of cost for many families besides their making all out efforts; This paper expounds the pros and cons of selecting schools in the views of students and parents, and also gives specific analysis on its causes of formation as well.The phenomenon of School Choice does not only exist in Beijing and other cities of China, but also can be seen at abroad. However, their opinions on selecting schools are different. The paper analyzes the current state, motivation, and the pros and cons of the problem and illustrates the external and internal motives of school choice for primary graduates with concrete typical facts. Based on the references of similar problems in China and other countries as well as the documents and articles in Education Policy, Public Administration, and Public Policy, this paper introduces the compulsory education systems of selecting schools for primary graduates in UK, the US, and Japan.With the analysis on Beijing's phenomenon on"selecting junior middle school", the author believes that the cause of school choice comes from the shortage of high-quality education resources and the gap between the expectations from the parents toward high-quality education resources and the reality. Comparing various views and theories on school choice, the author finally offers reforming solutions and suggestions in the term of government public policies making.
