Head teachers are one of the most important influences in the process of students'growth; simultaneously, they are also the backbone strength with whom school work can develop smoothly. As class administrators , educators and organizers,the whole quality of head teachers indispensably governs the quality of school education.This study takes head teachers in primary and secondary schools in Qingdao area as target subjects, using instruments of questionnaires and interviews to probe into problems issued in the training of primary and secondary school head teachers. What the study investigates includes head teachers'ideological and moral qualities, professional competence, both mental and physical qualities, the structural characteristics of head teacher staff, as well as the present management status. A total of 1000 questionnaires are handed out and 829 valid copies are collected, including 284 ones from senior high schools, 248 ones from vocational high schools, 208 ones from junior high schools and 89 ones from primary schools as well. The findings show that head teachers, with educational concept of individualism, on the whole, are of high quality. On the other hand, some problems are also presented in the following: 1. wide survey before teachers'training is not sufficient; 2. systematic trainings fall short; 3. Training interval is too long; 4. The effective consistency among trainings is deficient and awarding mechanism needs improving.On the basis of widespread view of head teacher staff in the area of Qingdao, this thesis analyses some problems existing in the head teacher trainings, with the hope to bring forward some measures about how to improve them, which are listed in the following. First of all, strengthen management and improve mechanism of training. Second, perfect the training program to form a multi-level training system. Third, renew the courses of training, aiming to meet differing needs. Fourth, adjust the method of teaching, focusing on the participatory training. Last of all, combine school-based training courses and reinforce the range of training.
