Education equity is the pursuit of the international community and a hot issue in the domestic education circle as well as the whole society. To do research on educational equity, it is a symbol of social civilization and progress. Educational equity becomes one of the basic principles of educational policies in education reforms in most countries.Brazil is the largest economy nation in Latin America, and also a big developing country. The long-term unfair public wealth allocation resulted in many issues about educational equity in Brazil, such as the difference in aspect of region, social class and race in matriculation rate, illiteracy rate, drop-out rate and retaking courses rate, low qualification of teachers, the uneven distribution of teacher distribution and educational expenditure. The low quality of education not only makes a negative impact on its national economic growth, but also on its social stability. The Brazilian government has gradually realized the importance of solving this problem and taken some appropriate measures in past 20 or 30years. The thesis takes it as the research background and uses literature analysis, case study method etc. to analyze the policies of accelerating education equity in Brazil and the problems existing in the process of achieving education equity in China, then draws the conclusions and inspiration.This thesis includes seven parts:The first part brings the topic up, makes a literature review at home and abroad, defines the main concepts, and introduces the purposes, contents and methods of this study. The second part provides the historical background and realistic background of the policies introduction. The third part focuses on the content of the policies, including the indicators of accelerating education equity at all levels and the specific initiatives for promoting equity in basic education, higher education and adult education. The fourth part introduces the result of policies implementation, including the effects and problems. The fifth part takes the'Bolsa'program as a case to analyze its outcomes for universalizing compulsory education in Brazil. The sixth part evaluates the whole policies of accelerating education equity, including the experiences and lessons from Brazil and some enlightenment to China. The seventh part is the epilogue.
