Research On Field Spectator Violence Emergency Management Of CBA

Based on the emergency management theory, this paper made study on the causes, prevention, surveillance, control and evaluation of field spectator violence emergency. The field spectator violence emergency was classified and graded from the perspectives of emergency characteristics, dimensions, systematism degree and behavior styles. On the basis of Energy Release Theory and Broken Windows Theory, the research studied the "out of control" and the "violence upgrade" process of the field spectator violence emergency. Then, combining with the static system and management flow of field spectator violence emergency management, the dynamic management was carried out from reduction, readiness, response and recovery.Based on the methods of questionnaire investigation, logical analysis, expert interview, and mathematic statistics, this study investigates and interviews the audiences, the club staffs, security personnel, Sports Authority and related experts, relevant staff. As well as to collate the results of surveys and interviews and statistics, then we got the following results by data statistics:1. Spectator violence emergency characteristics from the event, event size, the degree of organization and expression classification of various angles. According to the scope and extent of the damage events can be unexpected incidents of audience is divided into four grades, namely particularly significant, major, large and general.2. Spectator violence emergency tend to break a certain time or space constraints, to a wider range of spatial expansion, giving rise to larger, higher-intensity secondary events, unexpected incidents of audience from the escalation of violence ground order of the "broken window effect."3. According to court the audience the evolution of the order of unexpected incidents, emergency management Spectator Violence prevention, preparedness, response and recovery in four phases before, during, and after the game the whole process of event management, to form a closed loop process to effectively control the upgrade and expansion of unexpected events.4.
