Aurrent Situation, Problems And Strategies Of The Third Sector Participates Management Activities In The University Governance

Contemporary universities are increasingly linked with the outside world as social development, meanwhile, "multiversity" made the unprecedented problems in university management fields.This paper is based on the theory of university governance and the theory of the third sector, with the method of historical analysis and document analysis to try to provide an effective reference for the third sector participation in university governance. The paper consist four parts as follows:First, the paper analysis the possibility and necessity of the third sector participation in the university governance, it regards that the university operation mechanism has already changed from management to governance; the third sector plays an important role in the shift. Third sector participation in university governance has become an international trend, which can coordinate the relationship between government and university, provide governance body, change the content of university autonomy and expand the resources of university funds.Second, the paper analyzed participation experiences and revelations of American Association of University Professors, Association of University Board and Carnegie Foundation Teaching in the university governance, the author holds the idea that as follows:1, the government plays an indirect role in university governance through the third sector.2, bring the relative stakeholders and establish mechanism for equal dialogue.3, conduct the university governance reform.4, involving in macro-decision making of education.Third, since reform and opening up, a mass of problems occur in the process of third sector participation in university governance in China. For example, a serious administrative dependence, lack of autonomy; lack of industry self-regulation, the legal system is not perfect; professional quality is not high and poor academic authority. Fourth, to address the problem, the paper promote that the Third Sector should participate in the University Governance. In order to develop the third sector, from the government level, it should assignment of some management functions to university. From the third sector's own point of view, the third sector should enhance their own development and improve capacity and efficiency of participation in university governance, from the third sector with the government, the relationship between the University levels, the third sector should actively participate in the university internal and external governance.
