Development and application of different kinds of curriculum resources are essential for Moral Education course in reaching its goal, as well as making full advantage of textbooks. Teachers should introduce life and society into class activities and associate them intimately, helping students to feel and appreciate the truth of knowledge and then they can acquire the ability to study and explore and finally develop healthy attitudes and values towards sentiment and life. However, there are misunderstandings towards the course in traditional concepts, mistaking it to be pure didactic theories and mechanical memorizing.①Moreover, the course is lack of professional teachers. These lead to the disadvantages in development and application of curriculum resources.Moral Education course in Ruian adopts the textbooks in Guangzhou version. The series are special and different from the precedent. in arrangement, with each text being composed of four parts: Exploration, Soul Orientation (law, national conditions), Practice and Evaluation, Reading and Appreciation. But it has to be admitted that the texts are too simple, which is the biggest problem haunting the teachers. Meanwhile, teachers are not proficient in expertise due to complex reasons. Therefore, it is urgent to sum up experience in the development of curriculum resources and find out effective strategies, giving guides for teachers and promoting the effects of the course in a down-to-earth manner.As the advancement of the new curriculum and class teaching reform, Moral Education is becoming richer in carriers and forms. Various vivid resources of students, life and current politics are penetrating into curriculum resources, enriching and making them more close to the life of students and school and the society. In order to help teachers develop curriculum resources, the paper analyses definition, features and significance of curriculum resources for junior middle school, and then discusses with case analyses the approaches, strategies and problems that should be noticed in development. The paper offers an example and reference for teachers with detailed account, rich curriculum resources and practical illustration.
