The teachers are leaders in reform and practice of vocational education. Their abilities, educational concepts, psychological conditions and other factors have a huge impact on the reform of vocational education. The state and local governments pay more and more attention to reform and development of vocational education because the highlighting role of vocational education in the national and local economy, the labor market and social development.Also the state and local governments make radical changes in the form of extrinsic aspects of the vocational education system, such as school system, educational forms and ideas, which show us a better future of vocational education reform in our country. However, the development of vocational education is not as robust as we expected, the main reason is that the quality of vocational teachers also exists some problems. The training of teachers cannot be done overnight. It has a long way to go. So everyone who concerns about vocational education should have a depth and meticulous research on the quality of vocational school teachers. So as to better maintain our achievements in the reform of vocational education and faster implementation of China's great development in vocational education.The author tries to find out the difficulties and problems in the process of development of vocational education by primarily reviewing the history of the development of vocational education of the Jinan City, Shandong Province, and takes it as the community background of studying the quality problem of vocational teachers in the city of Jinan. The author mainly analyzes the teachers'quality problems of Jinan Ninth Career secondary school and other vocational schools as a case, and then sums up the general problems of vocational schools in Jinan City, Shandong Province. The author tries to dig out the existence of the problems mainly from the teachers'working state , spirit and so on, and have extensive and in-depth analysis and research on this based. The author also combines with advanced teacher training model and experience both in China and other countries to give the reasonable, feasible suggestions and ideas to the team-building and sustainable development of vocational school teachers on the sides of the recycling and diversion of existing teachers, setting vocational education in vocational institutions, special evaluation system for vocational teachers and so on, in order to achieve rapid and healthy development in secondary vocational education in Jinan City, Shandong Province.
