With the deepening of the reform of universities, quality education has been firmly established. Students who come from different disciplines and specialties according to their own interests and hobbies to choose the public elective courses. Public elective course can make up for professional education, expand students'knowledge, and improve students'overall quality. But now the present of university elective course is not optimistic.There are many problems.For example ,the teaching mode is single.Now many universities only use traditional classroom to teach.The practices of teaching lack of monitoring. The phenomenon of the students absent class is more serious.The content of the public elective course is not enough deep. To solve above problems, we try to introduce the blended learning mode to public elective course, which can help find the strategies to solve the current problems of the public elective course.Our aim is to improve the teaching quality of public elective course and cultivate more high quality compound talents for the society.The article first carefully analysis the problems of the public elective course and the research of blended learning at home and abroad.Then the article deeply study blended learning theory and put forward a blended instructional design model for public elective course.The blended instructional design model for public elective course highlights instructor-led online training mode.We design hierarchical teaching content and learning activities under the guidance of the blended instructional design model.We develop a learning platform which is the Moodle platform. Then we study the blended teaching practice of network learning technology course.Finally,the evaluation of teaching effectiveness and the teaching data prove the feasibility of the introduction of blended learning mode in the teaching practice of university public elective course.
