Since the 20th century, scientific and technological progress greatly promoted the social and economic development, strengthening the growing reliance on technology, but also the competition between countries from the natural resources and capital resources to human resources, particularly in science and technology talent. Personnel as the primary resource, it need a reasonable and adequate flow configuration, the only way to improve efficiency in the allocation of talent, promote technology diffusion and transfer of knowledge innovation and development. From a global point of view, increasing the flow of scientific and technological talent, and even cross-border and inter-regional flows have become the norm. Rational flow of talents as important human resources is the great significance to China with a big human resources advantage. At present, the enterprises as the main scientific and technological innovation, guide scientific and technological personnel to the flow of business to become an important policy direction. To guide the flow of technology professionals to the business, we must first in-depth conduct flow of technology professionals current status, research to understand the reasons for the flow of scientific and technological personnel, and deep-seated factors of the constraints of the flow technology professionals. Therefore, this combination of technology professionals in the flow of the status quo, the flow of scientific and technological talent, willingness, and obstacles to doing research, for strengthening the awareness of people in this area, looking for a more effective response measures have important practical significance.In this paper, by drawing on related research at home and abroad, and according to already know first-hand material and data, from start to understand flows current status of scientific and technological personnel, dedicated to analysis of factors affecting the flow of scientific and technological personnel. According to statistics of survey found that pay and benefits, development, care and family is the main reason for the flow of scientific and technological personnel; the willingness of the flow and found that half of them will be mobile, then analysis point of view from a different gender, position, age, education, etc. further research found that job satisfaction and performance play a degree of significantly related with mobility of talents and technology; in a flow of talent in science and technology will have a large part of people who do not take action, the study found, individual age, professional and lack of flow channels is a major obstacle, as opposed to personal, family, institutional barriers are not so obvious, however, the current macroeconomic environment of the flow of talent still needs further improvement. In a clear reason of the flow of scientific and technological personnel and impeding the flow of factors, finally, provides corresponding countermeasures and suggestions to the relevant departments, how to the introduction, the efficient use and retain of technology professionals, to achieve a reasonable flow of scientific and technological personnel.
