In modern society, education balanced development is highly promoted and concerned about. The balanced education is the goal of the development of a harmonious society. As a core part of the educational resources, the balanced allocation of teaching resources is the key to the construction of a high quality education.This paper selects Tianjin secondary education stage as the research object, comparatively studies the teacher s configuration of junior secondary school between urban and rural areas, mainly using the document literature in order to find the problems of the teaching resources allocation of junior secondary education in Tianjin and seek solutions.Based on defining the core concepts such as the teaching resources, this paper summarizes some literatures about the domestic and foreign balanced allocation of teaching resources and the existing problems and reasons, and makes a brief introduction to the related education theories which are applied in this paper. First, according to the investigation data and statistics data, this paper analyzes the whole situation of the teaching resources allocation. But the study finds that the teaching resources still has the unbalanced allocation and unreasonable structure. Secord, this paper respectively analyzes the urban and rural teaching resources allocation in Tianjin, then put emphasis on comparing the differences. Through the above research, this article finds some problems of the teaching resources allocation of junior secondary education between urban and rural areas in Tianjin. Generally speaking, City teachers, there is the sex ratio imbalance, teachers’pressure, the problem of heavy burden. The rural teachers have less training opportunities and the training levels are lower. The causes of these problems are discussed in the following. At last,according to the unbalanced problems of the urban and rural education, we put forward the strategies and suggestions from four aspects, in order to promote the balance of distribution of teachers between urban and rural junior secondary schools in Tianjin.
