The Tibet Autonomous Region lies on the southeastern borderline of China,and it located in the Qinghai-Tibet Plateau which is called theroof of the world. The total area of the region is1,200,000squarekilometers. The average altitude of the rigion is4,000meters. The population is2,800,000. Farming and pastoral areas make up more than95%of the region and peasents and herdsmen account for above85%of the population. In order to obtain the stability and developement of the Tibet Autonomous Region, the foundamental education of the farming and pastoral areas must be paid close attention. Without the stable developement and progress of the vast farming and pastoral areas, the stable developement and progress of Tibet cannot be achieved and it may influence the national stability. To improve the understanding of education of the families in farming and pastoral areas is conducive to the consolidation of the results of9-year compulsory education, and it also has a very important role in the stability of the fanning and pastoral areas. For a long time, under the influence of history, culture,religion and the adverse natural conditions, the families in farming and pastoral areas have very superficial understandings of education. They didn't pay special attentions towards the education of their children,and they are not enthusiastic to send their children to school. From the mid-1990s, Tibet gave priority to education, and sped up the pace of its developement. Thus it Creates favorable conditions for the development of education. In recent years,with the rapid development of reforming, the Party Central Committee increases the intensity of support for Tibet. Great changes has taken place in Tibet. Today, Tibet is in the best period of development. The education of farming and pastoral areas is facing many chanllenges. How to make the development of education and pastoral areas keep up with the pace of economic development in Tibet, let the students from farming and pasteral families have really good schools, and make them have the voluntary eager to go to school is the current primary task of education to solve.Since Tibet began implementing the "two basics" relief program,the country increases the input into education in Tibet, especially for investment in the education in farming and pastoral areas.and increases the "three guarantees"(free food and accommodation, expenses for students) funding6times in succession. However, becauese the families in farming and pastoral areas are lack of the awareness of education, and their concepts are backwards, the students are weary for school. They are easily drop out of school. In order to fundamentally eliminate the the vicious cycle of dropping out of school, encouraging learning and drop again, and to make the students acquire knowledge in schools, become useful people to the society, the educational concept of the people in farming and pastoral areas are necessary.This essay is written from the reality of Tibet, especially the actual situation in fanning and pasteral areas. It analyzes the root causes of educational backwardness in farming and pasteral areas. It talks about the family's understanding of education from the perspective of Public Administration, and explores an effective way to change the traditional concepts of education in farming and pasteral areas.Thus improve the current situation of the education of the farming and pastoral areas,and it also plays an important part in the stability of Tibet.
