| The equal development of basic education is the basic requirement of educational equity and quality,which is conducive to safeguarding the right of citizens to equal educational opportunities,to the accumulation of national talents,and to the sustainable development of urban and rural economy.With the improvement of social economy and people ’s living standards,people ’s demand for education has gradually increased,and the society has paid more and more attention to the issue of education equity.In 2015,Premier Li Keqiang pointed out at the executive meeting of the State Council that the most important educational resource is teachers.Next,at the fourth meeting of the 13 th National People ’s Congress on March 5,2021," education equity " has also become one of the important issues.With the gradual deepening of the concept of educational equity,people’s requirements for the equal development of basic education are getting higher and higher.As one of the important contents of basic public services,education has laid the foundation for the realization of social equity and also played a leading role.Basic education is the focus of education,because : on the one hand,it is the foundation of the next step of vocational education and higher education,only by receiving a good basic education to better complete vocational education or higher education;on the other hand,it is the most basic and fundamental part of education.It is the basis for people to acquire cognitive ability and distinguish right from wrong.This is also the reason why countries vigorously promote the popularization of basic education.Our country also attaches great importance to the problem of equal basic education,especially as China ’s third largest pastoral areas of Tibet pastoral areas,a relatively weak economic and social development of remote areas,the development of basic education has become a top priority.If education is regarded as the first productive force,basic education in pastoral areas is the most basic and important factor to promote the development of Tibet ’s first productive force.Considering the particularity of Tibet,the development of basic education in Tibet pastoral areas is not only an economic need,but also a political need.In the process of developing basic education in Tibet pastoral areas,the issue of equalization of education has always been the focus of education.Only the equalization of basic education in Tibet pastoral areas can improve the basic quality of the whole herdsmen,which is conducive to social harmony and stability,and more conducive to the future development of the ethnic group.Therefore,this paper studies the equalization of basic education in Tibet pastoral areas,which has high research value.For Tibet,not only to achieve the equalization of basic education between urban and rural areas,but also to achieve the equalization of basic education between agricultural and pastoral areas,so the equalization of basic education in the region is a difficult and significant project.As one of the four major pastures in China,the equalization of basic education in pastoral areas plays a key role in the sustainable and healthy development of Tibet Autonomous Region.The equalization of basic education in pastoral counties plays an important role in promoting local development,meeting people ’s needs and ensuring ethnic unity.Therefore,the innovation of this paper lies in the innovation of research perspective.Starting from the pastoral areas of Tibet,this paper studies the degree of equalization of basic education in pastoral areas,evaluates the current situation of equalization of basic education in pastoral areas of Tibet,analyzes the dilemma of equalization of basic education,finds out the reasons that affect the equal development of basic education,and puts forward countermeasures and suggestions for the existing problems.Firstly,based on theoretical analysis,this paper interprets and analyzes the value connotation,content structure and theoretical source of equalization of basic education from welfare economics theory,public product theory and education equity theory.Secondly,combined with the overall situation of the development of basic education policy in Tibet pastoral areas and the current situation of the development of basic education,on this basis,the descriptive statistical analysis method and the Theil index method are used to calculate and compare the relevant index data of basic education in pastoral areas.Combined with the results of the supervision and evaluation of the balanced development of national basic education,the main problems of the equalization of basic education in Tibet pastoral areas are summarized,which are manifested in the following three aspects : first,the expenditure on public finance education in pastoral areas shows a long-term unstable state;secondly,in terms of education teachers,the construction of teachers is obviously insufficient;furthermore,in terms of basic education conditions,the development is more unequal.According to the problems found,the reasons for the inequality of basic education in pastoral areas are analyzed,including the factors of financial system,supporting mechanism of education,economic development,ideology and school.Then,combined with the above research results,and drawing on the practical experience of promoting the equalization of basic education in Qinghai Province,Inner Mongolia Autonomous Region and Xinjiang Uygur Autonomous Region,this paper summarizes the beneficial reform experience for the equalization of basic education in Tibet pastoral areas.Finally,in view of the current situation of the equalization of basic education in Tibet pastoral areas,combined with the actual work requirements and characteristics of the future development of basic education in Tibet pastoral areas,this paper puts forward practical and operable countermeasures and suggestions on how to further promote the equalization of basic education in Tibet pastoral areas. |
