Since the reform and opening up in1978, basic education in Shanghai has madea rapid progress, which led to the city having a certain advantages in education in thecountry. In2009, the results of Program for International Student Assessment (PISA)revealed that Shanghai5115students at the age of15scored the highest in the worldin every category, including Math, Reading and Science. It showed that students inShanghai have high scholastic performance in learning. However, it doesn't meanShanghai can maintain the competitive edge in basic education if it keeps havingstudents undertaking an excessive workload and testing when Shanghai is promotingtransformation in every field. It is high time for basic education in Shanghai to reformthe assessment to clear the obstacles that may hinder improving the quality of studentlearning, and to establish a new students' learning quality evaluation system to meetthe needs of the society and the students.This paper first briefly defines some concepts related to students' learningquality evaluation system, and then analyses several influential international anddomestic students' learning quality evaluation systems, from which to extract theuseful factors that can be learnt from by Shanghai. Meanwhile, it indicates thenecessity of transform students' learning quality evaluation system. It also describeswhat Shanghai's districts and schools have practiced to solve the problems ofstudents' academic performance assessment. It attempts to point out the problems thathave existed in "Green Index" for revealing students' academic quality in compulsoryeducation put forward by Shanghai government in2011."Green Index" reflects thenew considerations of improvement of assessment on students' learning, but it is farfrom perfect. This paper proposes some suggestions to improve the "Green Index"system, including promoting the "Green Index"with the times, enriching assessmentcontent and methods, enhancing the openness of assessment, building professionalteams to undertake the tasks of evaluation, fostering social learning evaluatingagencies and facilitating the application of scientific evaluating system.
