As an important component of the socialist market economy, non-public economy has got rapid progress in quantity, scale and economic benefits and so on in recent years. It has been playing an increasingly important role on the process of Chinese economic development. Because of the inherent characteristics and policy aspects, non--public enterprises have also been confronted with many problems, such as facing problems of relatively low value-added products, weak competitiveness, financing difficulties, uneven distribution of the profits and inharmonious labor relations, etc. But under the background of advocating constructing harmonious society in China, it is obviously undesirable for the non-public enterprises to have too many labor disputes, which caused by inadequate social security system and low level of welfare and treatment. The Chinese government has adopted a series of measures to promote harmonious labor relations, improve people's livelihood and construct a harmonious society, including introducing'labor contract law' and many other laws and regulations. However, the non-public enterprises, which haven't yet successfully transformed and still rely on reducing cost by the compression of laborers'welfare and treatment, may undoubtedly suffer a lot from the measures. It is worth studying labor relations of the non-public enterprises and how they will develop.According to theory of labor supply and demand, theory of labor market discrimination and human capital theory, the paper used questionnaire survey and empirical analysis to study labor relations. The result was, in recent years, labor disputes would increase when the proportion of employment in non-public enterprises increased, and labor conflicts in non-public enterprises can not be underestimated. Statistical results which were got from the survey data about the laborers themselves, the enterprises and the government departments showed that construction of harmonious labor relations in non-public enterprises was not optimistic. Though no signs showed existing great conflict, psychological dissatisfaction and actual action of leave reflected certain problems. Such inharmonious phenomena was mainly caused by the enterprises' behavior, secondly the laborers themselves and also the relevant government departments. Empirical results showed that formulation and implementation government policies were not related to better or worse of labor relations. It reflected the reality that implementation of the relevant hadn't worked and the policies should play a much more important role. Function of the unions in non-public enterprises on maintaining laborers'legitimate rights and interests and solving labor disputes haven't brought into play, and the unions should do more to coordinate the interests of all parties, mainly by making more laborers understand and get help from their unions. The non-public ownership rate was positively correlated to labor dispute cases, showing that although employment in non-public enterprises was increasing, but labor disputes were also rising, the departments should pay more attention to the problem. Both of the laborers and non-public enterprises tend to be more rational by the perfection of the relevant laws and regulations, especially after the implementation of'labor contract law', but it needs time to be totally harmonious.On the above basis, the thesis finally revealed the main conclusions, based on the theory of vulnerable groups protection and the theory of harmonious society construction. Labor relations in Chinese non-public enterprises are still on a relatively tense stage because of the respective reasons of the enterprises, laborers themselves and the relative government departments. In the process of promoting harmonious labor relations and constructing a harmonious society, the enterprises, the laborers and the government must cooperate with each other. The enterprises should realize their social responsibilities, provide adequate security for laborers and fairly treat all laborers to promote harmony. Laborers shall recognize the current employment situation, start to understand the difficulty of enterprises'development and make common development with enterprises by collective bargaining when having problems. As the governor, relative government departments need to coordinate relations between the two sides and make the right strategic decisions to promote balanced development and make harmonious coexistence of all parties.
