The Research On The Technology Innovation System Of Small And Medium-sized Manufacturing Enterprises

Manufacturing, which is one of the pillar industries of many cities in China, is included in the secondary industry. First, the importance of the manufacturing is reflected in its range. The production of large machineries and equipments needed by other large-scale industrial enterprises, and the production of simple parts, transport facilities and daily necessities, are all manufacturing. Then the importance of the manufacturing is reflected in the number. By the end of 2008, China had 396,950 manufacturing enterprises above designated size, accounting for 93.16% of the total industrial enterprises above designated size. Last but not least, the importance of the manufacturing is reflected in its contribution to national economies. In 2008. China's manufacturing enterprises above designated size, which show big support to the industrial development in the country, realized an industrial output value of 44.1358 trillion Yuan, accounting for 86.98% of industrial output value. The majority of these manufacturing enterprises are small and medium-sized enterprises, whose developments have a very important influence on manufacturing industry.With the development of economic and the raise of the level of the marketization, consumers put forward more and more personalized demands on products. With the continuous improvement of science and technology, the requirement of company's technological innovation has become more and more urgent. In this environment, innovation seems to be the inevitable choice for the small and medium-sized manufacturing enterprises. Although small and medium-sized manufacturing enterprises have the advantages of flexibility and other unique ones, they dependents more on outside supports because of the lack of resources. Therefore, the research of technology innovation system of small and medium-sized manufacturing enterprises has important practical significance.Take the big number and the widely distribution of small and medium-sized manufacturing enterprises into consideration, it's very difficult to provide high quality and meticulous service in wide geographical area. So this topic choose administrative unit of city as the geographical boundaries.Based on the summary of existing research results, according to the integrated features of SMEs and manufacturing enterprises, taking the urban geographical restrictions into consideration, this paper conceive the subjects, their relationships and factor mobility of technological innovation system of small and medium-sized manufacturing enterprises, build the formation of system framework and tentatively give the main steps of constructing the system, which including necessity recognition, database development, infrastructure construction and sub-system construction, etc.. The numbers used in this paper come from Jinan's statistics.Current researches about technology innovation system usually based on three kinds of classification. Someone divide the system into national system, regional system, urban system, and enterprise system by region. While the other divide the system according to the industry, which means to establish industrial technology innovation system. Meanwhile there is also someone classified the system by the size of the companies, which include large or medium-sized enterprise system and small and medium-sized enterprise system.The main innovation of this topic is not simply using the existing classification research, but to combine both the industry and firm size with the consideration of geographic constrain in order to form a more targeted system. Unfortunately, because the realization of the system needs support of government policies and infrastructure, this study still limits to the concept stage. If we can test it through practice, the study will be more instructive.
