| Coming to 21st century, the main developed countries get to taking developing high-tech industry as the first strategic task. High-tech industry has become the leading and strategic industry in improving economy growth and promoting the actual strength. As one of the highest technological content industries, high-tech industry almost represents the frontier level of science and technology. Technological innovation is a reasonable requirement as well as the drive of the development of high-tech industry. Therefore, taking high-tech industry as the research object, viewing from the technological innovation efficiency, the paper made a empirical research on Yangtze River Delta in which high-tech industry is most developed and intensive of China from the angles of region and sector. Meanwhile, since this paper put forward some pertinet suggestions according to the empiricle resules. There are also some realistic significance and practical values in policy-making.The main points are stated as below:Based on the theories of technological innovation and efficiency, the paper combed and defined the relevant conceptions of technological innovation efficiency.Noted that it is one kind of technological efficiency. Then, introduced four methods about the mearsurement of technological innovation efficiency and compared the mathematical programming represented by DEA model with the econometic analysis represented by SFA model. The SFA model was choosen as the approach of empirical analysis.The paper introduced the definition of TFP and made a deep analysis on the relationship of technological innovation and technical progress. Indicated that technical progress is the sedimentary accretion and reflection of technological innovation in the past. By decomposing the reasons of economy growth with the method of growth accounting, the dynamic model that technological innovation efficiency promoted economy growth was constructed. The two factors, enterprise scale and market structure which affect echnological innovation efficiency was also been analysed.Last,the paper introduced the basic theory of high-tech industry and the development situation of Yangtze River Delta. Then made a emprical analysis on the overall condition technological innovation efficiency of Yangtze River Delta from 2000 to 2009 based on the SFA method from the angle of region. The factors affecting technological innovation efficiency were also been analysed. According to the emprical results above, the paper put forward the policies and suggestions to promote the technological innovation efficiency of high-tech industry. |
