Water resource is one of the dynamic nature resources of circularity and renew, however, in certain time and certain area, the water resource which can be use by human being is limited. Since reformation and opening up, with the change of ecological environment, population growth, accelerated pace of urbanization, the rapid development of social and economic and the improvement of people's living standard, the entire community demanding of water resource is growing all the time, the lack of water resource of most urbans has become one of the most important restraining factors which is important for its'comprehensive sustainable development. The problem between water resource and comprehensive sustainable development of urban is becoming more and more serious, how to make the sustainable utilization of water resource into reality has become one of the high valued projects which human being should pay more attention to research.Evaluation is one of the methods which can be used to discover and solve problems, through having evaluation of urban water resource utilization level, we can get comprehensive analysis of its use status, know exactly the problem exist in the urban water resource utilization, improve people's knowledge of water resource, regulate water resource conservation measure, put forward the policy decisions and recommendations about water resource sustainable utilization, then guide the practice, in some extent, it also give us some water resource management thereunder about how to achieve the sustainable development of urban social, economic, ecological environment, so we can achieve the harmonious development between human being and the nature.Based on the domestic and abroad research of urban water resource evaluation, I extensively collect the papers which are relevant, by researching and summarizing the theories about urban water resource sustainable utilization, and considering the basic status and features, I establish evaluation index system which can be comprehensively and objectively reflect the status of urban water resource sustainable utilization, I determine index weight with G1 method(specialist consulting and theory analysis), then with the advantage of extension method on evaluation, I establish the extension evaluation model of urban water resource sustainable utilization level, then study Taiyuan city water resource system on the model, and judge the Taiyuan city water resource sustainable utilization level and raise the trend of its development. Finally based upon research conclusions, fully implement the strategy of sustainable development, pay great attention and make efforts to achieve water resource sustainable utilization, I bring forward the water resource reformation measures and approaches on achieving water resource sustainable utilization.The conclusions of this thesis gotten are as follows:About evaluation index, this thesis analyze the major factors which constrain urban water resource sustainable utilization, highly sum up five aspects(water resource itself, social, economic, ecological environment and water resource management ability) to fully measure the sustainable utilization of urban water level, it is demonstrated by the example that the index system is appropriate for urban water resource sustainable utilization evaluation.About evaluation method, this thesis use a method which combine qualitative and quantitative analysis, with the advantage of extension evaluation, considering the to-be-valuated thing, the feature of it and its quantity value together, which can express the change process of to-be-evaluated thing much better, the quantity value range of associated function in extension model is the whole number, which make up for the limitation of fuzzy evaluation method, grey clustering method, and the model has more advantage in specific and trend analysis.About measures and approaches of urban water resource sustainable utilization, I put forward the measures and approaches by analyzing the connotation of sustainable utilization(limited by the water resource in certain time and certain area, water resource used rationally in order to better the urban social, economic and ecological environment)and considering the five aspects used to evaluate the urban water resource sustainable utilization level.
