As we all know, the shortage of human resource structure in China has become a serious problem nowadays. Therefore, the recruitment and management of human resource, which is the base of the whole system, is currently a hot subject of research. Enterprise's survival and development not only depend on capital and business or other competitive factors, but also depend upon the development of enterprise's human resource. Thus, the competition of enterprise, in the final analysis, is the competition of human resource. In order to develop enterprise, we must pay attention to the construction of human resource system, and meanwhile place great emphasize on the construction of the recruitment and management of human resource. Only with this way, can we really do human resource management well; furthermore solve the structural contradiction in human resource.In this paper, the author first set principles and ideas of a new human resource management system, then redesign the recruitment and management system of W-group. The new system mainly consists of the following five aspects:the human resource program and analysis, the design of the demand plan and processes, the management of the recruitment channels, the analysis of personnel assessment methods, the evaluation of human resource recruitment and management. In a word, the new system will play an important role in improving the performance of human resources management, and helping to solve the human resource management bottleneck, then finally promoting the human resource management level.
