Human resources development no matter from on macroscopic or microscopic speaking, is improve the ability of labourers, excavate the potential of labourers, this is a kind of future good based on expected investment activities. Human resources development changed human resources quality, organization structure, make this resource better able to combine with the material resources more efficient organization composed, thus achieved greater economic benefits.In today's knowledge economy background, human resources to be one of the most important economic people as resources, and is called "the first resource". Human resources situation of a country or a region often and the level of economic development and the strength of the industrial competitiveness has a very close relationship. To realize the industrial economy development in national regions, narrow and eastern and central regions, we should attach importance to the gap in national regions human resources development and training.This paper is divided into four parts:The first part, the human resources development and human resources management. This section on human resources development and human resource management, discusses the auspicious fine. Human resources management and human resource development into perspective, attention levels in are different, but in today's human resource management of operation with no human resources development, and completes link human resource management, human resources development can realize is the inner requirement. At present our country ethnic regions human resource situation and characteristics of population quality, low for: small amount of, unreasonable structure. National regions by thought condition, because capital and infrastructure, and social system, and other aspects of restriction, human resources development was severely limit about.The fourth part, summarizes how to strengthen human resources development in national regions, promoting the industrial development countermeasures. The measures include: actively improve national regions, perfect human resources quality of human resource in minority areas in national regions, promoting the market system of human resources, and strengthen national orderly flow in enterprise human resources development.
