Research On Management Of The Index Of Small Town Construction Land In Land Use Planing

Since the Third Plenary Session of the Party, China's small towns has been rapid developing. The social undertakings is developing rapidly; The economic output is improving day by day; and the overall strength is increasing significantly.With the fast developing space of small towns, the construction land is expanding. Meanwhile, the construction lands of small towns in many places are used inefficiently. Land utility planning plays a programmatic role in the small town construction land management, and its most important management tool is the construction land index management. In the context of the revision of our new round of land utility planning, how to formulate Scientific and rationally allocate the index of construction land makes practical significance to promote sustainable and intensive land use.First of all, based on reading a lot of paper, to tease out the study track about the domestic and international land use planning and index management of construction land, identify the concepts of small towns and index management of construction land and related theories were elaborated by detail.This thesis manages to extract the factors of index management:First, the technical standards which should be followed in the index management. A detailed description of the scope and background should be done, which are about the planning standard of each county and town.Second, Systematic introduction to the principles which index management based on, such as sustainable development principles, principles of co-ordination arrangements etc. Third, the methods in the development and distribution of indicators were described, such as historical trends method etc.And then, Zaoyang of Hubei province severed as the object of this thesis,which analyzed the carrying case of constructing used land index in the former land use plan. After deeply study the existing problem in the process of index specifying and carrying, this thesis systemic analyzes the reasons of managing "dysfunction" of the index, such as "dysfunction" caused by the limits of according to index, by the conflict of "rigidity" of planning and "flexibility" of market, by the disagreement of the benefits of different departments.At last, according to the study above, this thesis put forward some advices concerning about how to improve the index management of constructing land, such as strengthening management of basic data, introducing the idea of sustainable development and flexible planning. Besides, this thesis mainly analyzes the problem of transaction on index that decided the increase and decrease of urban and rural constructing land.
