Study On Resilience Management Of Construction Land Planning In Shengze Town,Suzhou

Construction land plan was treated as a static,technical work in a traditional angle of view. Planning index is often a subjective judgment based on the principle of Environment-Best. It is not a flexible way to cope problems caused by market and environment. After entering 21 st century, urban construction of out country made a great achievement. As we all know, urban construction is really complex, it would store up trouble if not reasonable planned. Therefore it is extremely essential to use more flexible and changeable way in the management of urban construction land plan. On the one hand, it needs to embody the rigidity of law, on the other hand, it has to accommodate the contingent,flexibility and inclusive of market, namely the flexibility of plan. Therefore, focusing on the flexible management of the construction land plan, this thesis strives to make construction land plan into a positive way for government to achieve the vision of urban construction.Based on the related theory of flexible management, through investigation,interview and searching for related information, this thesis analysis and find the cause of existed problems of Shengze town's construction land plan management on three aspects: planning layout, indicator and use plan, planning execution. The importance of planning system support, mixedness of land usage and substep development is recognized by reference to flexible management of land use plan in Singapore and Suzhou industrial park. Then this thesis discusses the strategy for how to flexible manage the construction land plan of Shengze town. In the end, this thesis tries to achieve the purpose of resolving contradiction between plan,management and land use situation caused by rigid management, at the same time balance the need of society development, prevent from land laying idle and wasting, hence to achieve a win-win situation between the various interest groups.Through the study of this thesis we find that flexible management is a complement for rigid management and a kind of dynamic management measures on the basis of the complexity and variability of construction land planning management. According to the actual situation of Shengze town construction land planning and management, this thesis puts forward a set of relatively suitable flexible management strategies, including improve the mixed degree of land use, set up regional index planning balance system, set the blank construction land, delineate management area of construction land plan and etcetera, providing reference for the management of the construction land use plan of Shengze town.
