Evaluation On Efficiency Of Cultivated Land Use In Gansu Province

Cultivated land is the essence of land, is the basis of"the food is what matters to the people", and is the most basic producer goods in the agricultural production. Cultivated land scarce becomes the restriction factor of our country socio-economic development for a long time. The problem of food security has aroused great concern, faced with such low efficiency utilization, environmental pollution and overutilization of the cultivated land.Thus, in order to meetthe needs of agriculture products of the increasing population and our state economydevelopment, it is more important to realize the patterns of land utilization improvement perfectly---intensive utilization by the technological evolution.Study on efficiency of cultivated land use have the vital significance for Gansu Province to promotes the cultivated land sustainable use.The efficiency of cultivated land use in Gansu Province is analyzed and evaluated from the status quo, regional differences, dynamics and coordination of degree, through quantitative and qualitative methods, taking 14 cities for the evaluation of unit and the cultivated land resources for the research object. This article has analyzed the present situation,dynamic change and region difference of cultivated land. The results show that:1.The economic efficiency of cultivated land use depends primarily on land productivity, grain yield and technical level of mechanization.The social efficiency of cultivated land use depends primarily on per capita net income of farmers and support agriculture and per capita cultivated land. The ecological efficiency of cultivated use depends primarily on effective water duty and resistance index.2.The economic,social,ecological and comprehensive efficiency of cultivated land use are best in Hexi and ar worst in Gannan in 2008. Statistics of comprehensive efficiency of cultivated land use index in 2008 sorted as: Hexi district > Longdong district > the Middle district > Longnan district > Gannan district. The economic efficiency of cultivated land use is best in Jiayuguan and worst in Dingxi in 2008. The economic efficiency of cultivated land use is best in Zhangye and worst in Gannan. The ecological and comprehensive efficiency of cultivated land use are best in Jiayuguan and worst in Gannan. Statistics of comprehensive efficiency of cultivated land use index in 2008 sorted as: Jiayuguan > Jiuquan > Zhangye > Jinchang > Wuwei> Lanzhou > Pingliang > Linxia > Qingyang > Longnan > Tianshui > Baiyin > Dingxi > Gannan.The economic,social,ecological and comprehensive efficiency of cultivated land use in Jiayuguan, Jiuquan, Zhangye, Wuwei, Jinchang is higher than the average level of Gan province, other 9 cities (state) is lower than the entire province average level. 3.The economic,social and comprehensive efficiency of cultivated land use in all ecology district have emerged as a trend of overall rise from1999 to 2008. The ecological efficiency of cultivated land use in Gannan ecology district has emerged as a trend of overall rise from1999 to 2008 and other districts have emerged as a trend of fluctuated decline in past decade. The ecological efficiency of cultivated land use in Jiayuguang, Jiuquan, Jinchang, Tianshui and Longnan has emerged as a trend of overall rise from1999 to 2008. The ecological efficiency of cultivated land use in other 9 cities (state) has emerged as a trend of fluctuated decline in past decade.4.The efficiency of cultivated land use has obvious regional differences.The economic,social,ecological and comprehensive efficiency of cultivated land use are best in Hexi district and worst in other ecology districts.5.The coordination of land use efficiency is better in Hexi District and poor in Gannan areas in past 10 years.The coordination of cultivated land use efficiency are gradually getting better in five ecological zones and14 cities (state) in past decade.6.Some measures were also put forward, they are showed as follows: increasin investments in agriculture and strengthening the construction of agricultural infrastructure, Strengthens the water resources use; Enlarges the agricultural scientific research investment efforts, advancing the process of technology and enhancement the efficiency of cultivated land use; strengthening comprehensive protection on cultivated land, improve the overall quality of the existing cultivated land quality; improve the overall quality of the existing farming quality; strengthening comprehensive protection on cultivated land; Increases the organic fertilizer the employment quantity, enhances the farming production and enhance the resilience of cultivated land.
