The theory ofabsolute advantage is founded by Adam Smith from Britain, he thought that eachgovernment should choose the product with most advantages to develop and obtain themaximum benefit by exchange. Comparative advantage trade theory by David Ricardo putforward that international trade is based on the production technology of relative difference(rather than absolute difference), and the resulting relative cost differences.Based on thesummary of Germany, Italy's successful economic development experience, Americaneconomic historian Alexander Gerschenkron, in1962, founded the theory of advantage ofbackwards. He indicates that people in developing countries can directly absorb and utilizethe developed countries' civilization and products, turn the potential advantages into realadvantages, develop new advantage industries, implement spans type develops, catch upwith and surpass the advanced countries or regions. Heckscher and Peter Thiel Olin putforward the factor endowment theory,which indicates that the factors in production notonly include labors, and factors of production is the condition for the realization of theproduction process.This paper, on the basis of the theory of Xinghua characteristic industry, presentsXinhua's characteristic industries situation, their current stage, development conditions,resources advantages, production technology and their advantages of industrial clusters. Itis confirmed that Xinghua should focus on the development of stainless steel industry,agricultural and sideline products processing industry, tourism industry,and then it finds outthe current existing problems.Combined with the actual situation of the industry, it offerscorresponding proposals, and gives the corresponding countermeasures.
