At present, China's shipbuilding industry output ranked first in the world. However, thecompetitive advantage of China's shipbuilding industry is still stuck in the cheap labor, therefore,are susceptible to the impact of international financial turmoil, especially small andmedium-sized shipbuilding processing industry will face a severe test of the new one, TaizhouCity Hailing29shipbuilding enterprises of a certain street, it is this is about to face the threat ofsmall and medium enterprises. Their relatively backward technology and equipment, and relymore on the combat effectiveness and management capabilities of the group leaders and theirjunior staff, the duties of their team leader is also different from the conventional corporate teamleader responsibilities, in addition to their need for self-management capacity, coordinationability, Observe discipline common ability etc. you also need the business developmentcapabilities,the capacity to deal with for conflict, the site construction safety prevention ability,organizing training and heterosexual capacity. Therefore, the human capital perspective, shipbuilding enterprises inthe Hailing District of Taizhou City, for example, through empirical study, to explore the humancapital and group leaders qualified for the relationship between the forces, seeking the essence ofthe group leaders' competency reasons.In the literature, behavioral event interviews, expert panel discussion on the basis of thisstudy explored the initial scale of the competence of the shipbuilding enterprise group leaders,and accordingly the pilot survey, formed the basis of experimental findings, the team leader ofthe shipbuilding enterprise competent force table, a formal survey of the shipbuilding enterpriseteam leader competency. Based on231valid data collected using statistical software SPSS20.0for data processing, the use of reliability analysis, factor analysis and linear regression analysis.The study found that: the team leader of the shipbuilding enterprises in Taizhou City ofcompetence quality model, the four dimensions of the most basic, and the19factors.Professional quality, including: strict requirements, are willing to rework, field guide, do not cutcorners, professional skills, technical skills; achievement motivation, including: the initiative toattract business, strive for better quality of business, confidence, calm and ability to adapt; teambuilding, include: health care, deal with conflicts, spirit of sacrifice, and resolve disputes;communication and coordination, including: motivation, listen to their views, sense of commitment, the higher relations. The results show that the professional quality andteam-building, is the more important of the two dimensions.To human capital variables as independent variables (including: gender, age, seniority,education level, mechanics, grade, etc.), the factors of competence as the dependent variable,linear regression analysis to further explore the human capital and team leader competency therelationship between The study found that:(1) Sex and "achievement motivation" and "teambuilding" dimension, which has the characteristics of achievement motivation in women than inmen, while men more than women with team building skills;(2) age and achievement motivationdimension into a significant positive correlation;(3) years of service with the "professionalskills" dimension as a significant positive correlation;(4) craft grade "professional skills"dimension into a significant positive correlation.
