Research On Supply Efficiency Of Small Rural Water Conservancy Facilities

In recent years, our country has suffered from several droughts, such as Chongqing, Chengdu drought a few years ago, Henan, Shandong drought in 2009, and the 2010 five provinces and regions of Southwest drought in North China, it is obvious that there is a big problem of a wide range of dry construction of water conservancy facilities in rural areas, especially the construction of small water conservancy facilities in rural areas which closely related to the agricultural production highlights the weak links.The government pay more attention to rural water supply including small-scale rural water conservancy facilities. However, there are still many problems of the supply of small water conservancy facilities in rural areas, for instance, the main supply is not balanced, the coverage is not broad, the public finance investment structure is not reasonable and the overall efficiency of the use of funds is not high, poor access to appeal the interests of farmers and so on. How is the status of small rural water conservancy facilities? What are the factors which resthict Small rural water conservancy facility construction? How to crack? This article will address several issues discussed in detail.The constraints of the development of small rural water conservancy facilities mainly due to inadequate supply mechanism by means of comparion of status and efficiency indicators based on the supply of small-scale rural water conservancy facilities. It is time that we should make theoretical and empirical analysis of existing mechanisms,such as the main supply elements, the supply decision-making mechanism, financing mechanisms, in order to maximize the efficiency of the supply mechanism of the standard, to make the role of government and private supply of each other, the interests of farmers complaint channels, capital use efficiency, water together for the good operation of the rural small role.The first part is the introduction, a brief description of the purpose and significance of this study, and research status and summarized them.According to the context of existing research, I presented this research perspective.This article concludes with ideas and methods used in research and the possible lack of innovation.The second part is the definition of related concepts and theoretical basis. As a full theoretical support, to begin with, This article define the small rural water supply facilities and the concept of the mechanism.Then This article ascertain a clear scope of this article. Subsequently This article give a brief introduction about the public goods theory, and apply it to small-scale rural water conservancy facilities for the supply of the efficiency of interpretation.The third part is the inefficient performance of supply of small-scale rural water conservancy facilities and the causes. Taking the evaluation criteria of the supply efficiency as the starting point, this article tries to reveal the main problems of small rural water supply efficiency according to the realities of existing data and comparison.The fourth part is the detailed analysis of the mechanism efficiency of the small rural water supply facilities. This article include both qualitative analysis of the use of economic theory and the use of economic models. The efficiency models of public goods theory are applied to compare the efficiency of decision-making mechanism of the supply of small water conservancy facilities in rural areas.This article indicates that a single main supply that can not achieve optimal efficiency standards by comparing the efficiency loss of them, proposes that the government should play a leading role in diversity in our small rural water supply, and should design the specific systems and policies for different water conservancy facilities in order to guide the farmers and other multi-power actively participate in small-scale rural water supply for the purpose that our country can provide adequate protection of natural disasters and agricultural production.Part V is that this article proposes that the supply mechanism is used to improve our facilities in small rural water supply efficiency by the reform and innovation and gives relevant policy recommendations of small-scale rural water conservancy in China on the basis of the chapters.Because I have limited research capabilities and it is difficulty of data collection combining with quantitative analysis, so some data was missed in some years; In addition, this article reveals the views of relatively shallow, simple, imperfect about small-scale rural water supply policy and will inevitably have many imprecise aspects, so I wish that my respected professors could give valuable advice to improve it constantly.
