Following the coming of the knowledge economy age, Chinese economy enters into a highly developed era. The market economy is unprecedentedly flourishing; the existence and development of the enterprises are facing the competition more intensively. If the enterprise wants to exist and has a bigger development in the market situation of highly competition, there is no way to do these just by a single advantage to gain the opportunity of exist and development. The company begins to consider of structuring the core competitiveness of its own. The human resource (hereinafter referred to as HR) becomes one of the most important core competitiveness for the existence and development of the enterprises. Every company begins to focus on the set-up of the core capacity of HR. The ones who owns the advantage of HR stands on the favorable position of competition.Along with the Chinese economic structural adjustment keeping forward, and the growth in the living standard, the market of consumer goods and retail industry is highly prosperous than ever before, the competition as well.BL Company belongs to the retail industry of consumer goods, which exactly is the industry of the human resource highly intensive. HR is the key factor which could determine BL will live or die. Thus, to plan the BL's HR scientifically and reasonably is the primary task for the company, for the existence and development purpose. As the core competence of the success of the company, each of the enterprise, each of the entrepreneurs should take the HR seriously and pay fully attention on it. Especially the company likes BL, which is developing from just one store to thousands of stores, from one city to all over Yunnan and Guizhou Province, by one few years. The HR is truly important for a company developed with such a rapid speed. Because of the fast development of retail industry of consumer goods in recent years, and the show up of the commercial real estate everywhere, many investors could invest in the retail industry of consumer goods easily. Together with new kind of shopping methods, like shopping in the internet or group purchasing, aggravate the business competition. The company fight for the useful personnel, the supply and the demand of HR are unbalanced day by day. So it is a most important work to get and keep the useful person. Especially to the company like BL with such a fast development, but weak in the internal management, the HR programming is particularly important. Only a comprehensive, systematic and scientific HR program could perfect the HR management. So the responsibility, the authority and the profit could get the real cogradient. So the company's cohesion gets strengthened, the labor turnover gets a reduction, the attraction to the outside gets enhanced, more people answer the ads, finally, the HR condition gets better. An effective guarantee of HR could make the operation of the company entering a beneficial side. The improvement of the overall quality of the company and the core competitiveness is the final guarantee of strategic objective realization.First, this article expatiates and investigates systematically the theory of the HR. The author took times to analyze deeply the condition and the current situation, and the problem of the BL's HR, the remuneration, the performance management system, the recruitment and the training system. These analyses are based on a widely interview with the employees in every department in company, to have the first hand information with full and accurate evidences. In order to do a scientifically reasonable forecasting to the demand and supply of the BL's HR, and thus submit the project of the BL's HR, the author also did the research considering the company's situation inside and outside. The last part of the article is the series of supporting measures and condition to guarantee the HR project could carry out smoothly under the real situation of BL.
