With the fierce competition of financial industry, human resources management(HRM) has already become the key that the commercial banks win the competition advantage and realized the value-adding of assets continuously. It is the resource of the core ability of competition and sustaining competitive superiority for modern commercial banks, the condition and effect of HRM influence the economic benefits and development of the commercial bank greatly. If the Agricultural Bank of China wants to remain invincible in this contention, the idea that people is foremost must be established, the work of manpower resources management must be strengthened, and the human resources management must be improved by the implement of Human Capital Operation.In This essay, the author analyzed the current HRM problems and the reasons of Heilongjiang Province Bank of the Agricultural Bank of China first. Then based on the HRM theory, considering the key task of the reform, put forward constructive idea from such respects as system reforming, organizational innovation and HRM practice, etc. Finally, the key to set up a HRM system that could meet with the reform and development of the Agricultural Bank of China of Heilongjiang Province is the implementing of the manpower resources management considering the characteristic of itself is put forward in order to last the competitiveness and realized the organization strategy.
