With the world economy globalization and trade liberalization process spreading increasingly, the port has gradually become one of the important parts of the global supply chain integration. The tendency of port logistics is more and more obvious. Logistics port takes the place of traditional port. Port Logistics Park gets rapid development under the background. Relative to the world famous ports, for example, the port of Rotterdam which began port logistics development in the mid 1980s, the port in China began in the 20th century and the 21st century, which is relatively late. The development of Port Logistics Park, not only can enhance port hub node status and improve competitive power of port, but also can form the industrial cluster and advance the process of urbanization. State and local government attaches great importance to and support development Port Logistics Park. But at present, Port Logistics Park in China exists many problems. One of the typical problems is that the vacancy rate in Logistics Park is rather high, without any movement and operation. This causes tremendous waste of resources and cannot establish orderly interaction of the port. Reasons for this phenomenon is various, for example, the Port Logistics Park in China is still in start-up periods, the local economy level is various form place to place, etc. But the key factor is that we don't have an accurate location of Port Logistics Park, and the function of the Park is too broad. Scientific and reasonable function orientation and layout, can promote the development of Port Logistics Park and the Port.This article starts from comparing the development status between domestic Port Logistics Park and international Port Logistics Park. Aim at the deficiencies of the park development at present. Analyzes the functional structure of Port Logistics Park and forward some development countermeasures combining problems, using the basic theories of logistics, development studies and systematic, through the investigation, case analysis and qualitative analysis, etc.This paper first briefly introduces the background and significance of choosing the topic and the studies methods and ideas using in the paper. Secondly summarize related theories of Port Logistics Park in this paper. Analysis and refine the concepts and characteristic of the Port Logistics Park on the basis of elaborating the concepts, functions and types of the port logistics park. At the same time analysis and apply the port logistics park development related economic theories-industrial cluster theory and the regional economic growth theory. Using systematic theory, the third part mainly analyzes the system functions and system components of the Port Logistics Park on the basis of fixing the system of the Park. The fourth part firstly introduces the successful experiences of development of Port Logistics Park at home and abroad. Later emphatically analyzes the existing problems in system function and in system elements of Taicang Port Logistics Park. The fifth part proposes some Suggestive strategies on the development of Taicang Port Logistics Park on the basis of clearing the strategic orientation. And do some research on how to promote the development of Taicang Port Logistics Park from the aspects of system elements, such as function layout planning, infrastructure construction and logistics technology applications.
