Study On Forming And Operating Mechanism Of High-tech Incubation Network

With the technological progress and social economic development, technology business incubators are facing limitations and challenges in promoting incubation and industrialization of high-tech. In order to meet the need of technology innovation and development, integrating various social resources to form high-tech incubation network has become an inevitable trend of facilitating transformation of high-tech achievements. There is little systemic research on the forming and operating mechanism of high-tech incubation network at present. The development of clean energy technology has been a very important part of energy development strategies in many parts of the world. High-tech incubation network serves as support and guarantee of the development of high-tech and clean energy industry. Based on above, this dissertation carried out study on forming and operating mechanism of high-tech incubation network and its practical application in the incubation of high-tech and clean energy technology.Firstly, it describes the background, purpose and significance of this thesis, and puts forward the research content and method. Then, centering on the science and technological parks, technology business incubators and university-industry cooperation, this paper overviews related theories and correlated studies both at home and abroad.The core part of this paper is the study on forming and operating mechanism of high-tech incubation network. By discussing the forming modes of high-tech incubation network from a dynamic evolutionary perspective, this paper proposes the following three forming modes of high-tech incubation network:Research Institute Spin-off Network, Enterprise Group Spin-off Network and Multi-agent United Network. Combining with incubation network cases, the paper analyses the background, characteristics, functions and structure of each mode. Through content analysis method, six key factors of high-tech incubation network are summarized. Moreover, comparisons on key factors of three different incubation network modes have been made. According to the operating process and characteristics of incubation network, this paper discusses the operating mechanism of high-tech incubation network, and proposes the following three operating mechanisms:research institution and enterprise joint leading incubation network, enterprise leading incubation network and multi-agent collaborative leading incubation network. The paper makes analysis on the operating process and characteristics of each mechanism. Based on the above analysis, comparisons on three operating mechanisms combining with incubation network cases have been made.The paper analyzes the technology incubation mechanism of clean energy of Dalian on the case study of hydrogen industry. It constructs Dalian hydrogen energy technology incubation network, which is mainly depends on Dalian Institute of Chemical Physics-scientific and technological enterprise joint leading incubation, and assisted by multi-agent collaborative leading incubation. This paper puts forward policy advice to improve the construction of incubation network. Finally, the whole paper has been summarized, and deficiencies of this study are suggested.
