Creative Research Of Management System Of State Farm

The reform of state-owned enterprises has been the main content of the reform of economic system, academic circles have in-depth research about urban state-owned enterprise system reform, but for the state-owned enterprise in the rural area——State farm system reform was less discussed. Although state-owned farm system reform has been going on, they still fail to meet the Twelfth Five-Year-Plan for the modern agricultural development demand, therefore, explore how state-owned farms during Twelfth Five-Year-Plan period further deepening the reform and innovation of management system, thus play its comparative advantage in modern agriculture and has important significance in true realizing modern enterprise system of state-owned farms Corporate management.This paper's empirical part through introduction of the case of Xin Cao state-owned farm in Jiang Su province, analysis of its related content about reform of management system and describe statistical analysis in conjunction with the relevant data. This paper's structure and main content are as follows:the first chapter mainly introduces the research background and problems put forward, the research significance, the research objective and research content, and research methods and ideas.The second chapter mainly introduces the domestic and foreign relevant theory about enterprise and (state-owned) farm management system reform and innovation. The third chapter mainly expounds the operation characteristics of state-owned farms, including its difference between the general farm. The fourth chapter reviews Xin Cao farm's management system in history. The fifth chapter analyzes the present situation of the management system reform of Xin Cao farm and the existing problems. Through the analysis, we can see the farm organization form laggard and reform is not complete cause the farm low production efficiency and can not adapt to the modern agricultural development, so we should reform Xin Cao farm's management organizational system to modern enterprise share-holding system to clear farm's property relations with its original and straight superior or subordinate functional departments. Second, low output value of farm's second and third industry makes the primary processing methods of agricultural products in farm enterprises, which causes low profit and weak competitiveness of agricultural products. In addition, in the farm's current system, society and the enterprise not separate leading to farm bears the social functions which should undertake by government, which causes heavy society burdened on farm and influences business performance of farm's enterprises. The sixth chapter in view of the above several aspects puts forward some suggestions. The seventh chapter summaries the paper and gets the conclusions:First, the stock system reform can exert comparative advantage of state-owned farm engaged in modern agriculture. Second, through the adjustment of industrial structure can realize the transformation of economic growth mode. Finally through the establishment of "the community management committee" stripping farm social function, restore the enterprise attribute to farm.
