Thinking And Discussion On The Reform Of Xiamen State-owned Farm

The establishment of state-owned farms has solved the employment problems of officers and soldiers,urban educated youth and inland immigrants in the early days of the founding of the People's Republic of China.It is of great significance to the development and utilization of a large number of waste land resources in China and to the construction of modern state-owned farms and important agricultural production bases.After entering this century,with the improvement of modern enterprise economic system and the development of market economy,state-owned farms,whether their management system or management strategy,are unable to comply with the market development trend,which greatly limits the sustainable development of farms.Under the background of the new normal situation,how to reform the management system of state-owned farms in combination with the supply side has become a political problem urgently needed to be solved by the Party and the state,and also the biggest reform problem facing the farming and reclamation system.As one of the five special economic zones in China,Xiamen has developed rapidly with the advance of reform and opening up.However,as a state-owned enterprise,Xiamen state-owned farms have failed to catch up with the tide of economic development and the pace of urban agricultural development.It is typical to study the reform of Xiamen state-owned farms.On the basis of summarizing the development history and particularity of state-owned farms in China,this paper chooses the reform and development of state-owned farms in Xiamen as the specific content and carries out systematic research.Emphasizing on the methods of literature research,questionnaire survey and interview survey,this paper investigates and analyses the historical evolution and development status of Xiamen state-owned farms,and concludes that the phenomenon of government-enterprise and society-enterprise separation still exists in Xiamen state-owned farms;the progress of farm land confirmation is slow,land rights and interests are encroached upon;financial support is insufficient;and livelihood issues such as employee pension are still outstanding.Based on the above problems,the reasons for the backwardness of Xiamen state-owned farm development are analyzed from the aspects of economic development,policy system,affairs management and benefit distribution.On this basis,Baishalun farm in Tong'an District is selected as acase study.The internal and external environment of Baishalun farm reform and development is analyzed by SWOT,and a comprehensive matrix table of SWOT is drawn up to analyze the reform of Baishalun farm.The strengths,weaknesses,opportunities and threats are analyzed,and corresponding reform and development strategies are formulated.In the last part of the paper,the author puts forward suggestions on the reform and development of Xiamen state-owned farms from the following aspects: strengthening support;deepening the reform of farm management system;accelerating the confirmation of land rights;improving the social security system;guiding farms to develop modern urban agriculture.The study suggests that the reform of Xiamen state-owned farms should seize the favorable conditions of Xiamen metropolis and special economic zones,take the direction of urban modern agriculture development,take advantage of the policy and economic development advantages of special economic zones,and truly realize the modernization construction of state-owned farms.This paper studies the current situation of the state-owned farms in Xiamen,the special economic zone,combs the problems in the system and mechanism of the state-owned farms,and puts forward countermeasures and suggestions for the direction of the reform of the state-owned farms in Xiamen and the fundamental way out for the farm workers after the reform.At the same time,this paper also provides a reference for the system reform of similar state-owned farms.
