In a new wave of property market regulation, residential property market once in full swing has been no longer prosperous, and the market purchasing power was suppressed unprecedented. In this case, a lot of real estate development enterprise began to take a sight to the commercial real estate which has a relatively stable development, and the original "low-key" commercial real estate went to seat from behind the scenes, which marked the commercial real estate development into a new stage. Regulation has brought opportunities for China's commercial real estate development. Commercial real estate flinched a lot of real estate development enterprise due to risky and long return cycle, so the speculative is low. But compared with residential property, it has relatively loose policy, no macroeconomic regulation, less pressed by the influence of the market downturn. If in good condition, it can not only earn the long-term stability of cash flow for the enterprise, but also as a buffer way of capital operation for real estate development enterprise. Compared with residential property, China's commercial real estate has a lot of development space. If we seized the opportunity of the advantages of regulation, developed some commercial real estate projects of high quality, then it will promote the enterprise to a new height. Therefore, study of the planning for commercial real estate project has became a major issue to ensure the healthy development of commercial real estate. In this paper, we look the strategic management theory and location choice theory as the foundation, the method of business plan for the tool, and then take comprehensive study of environment analysis of the Qin Han Tang Project by PEST method. Then, compared and analyzed three reference samples. Based on this, we did some research of the consumers and business, mastered first-hand investigation data and obtained the preferences and intention of consumers and business operators. Through the above analysis, we provides the Omni-directional basis to the project of the strategy and location choice, so as to ensure the rationality and scientific of the whole project planning. Finally, draw the overall planning of project, including positioning system and operational security system, in addition, take the analysis of investment and benefit.
