Triple play, from the narrow definition, refers to integration and convergence of the telecommunication network, computer network and cable television network, from a broad definition, means the organic integration of the tele-communications, media and information technology industry, which the next generation network comes from. The performances are to consistent technically, to achieve interoperability on the network layer, to penetrate each other in business layer, to use the same TCP/IP protocol in the industry on the application layer, to be uniform on regulatory and government policy.With the rapid development of economic life, social requirements of information, gradually developed from a single text and voice into comprehensive requirements of voice, data, images, so that people can improve information dissemination speed in natural, vivid, real platform, and meet the faster, better information service requirements. The implementation of triple play will make such desire as "mobile TV, TV Internet access, remote calls, home appliances remote control by cell phone" become a reality. Of course, this is just the basic business-level functionality of triple play, in the future, by technical cooperation in telecommunications and cable television, in 10 years or so, China will complete Chinese-style "information super-high-way", and "the next generation of broadcast television" (NGB) will service for the hundreds of millions of cable subscribers, which will greatly reduce the access to information technology services.China has raised the issue of the triple play since 1998, after that, triple play construction was included in the "10.5", "11.5 Plan", but this wonderful works have not developed rapidly, the most important reason is the sector interests, besides there are not single national regulatory and legal system, which block the management and planning effectively. Until July 1,2010,12 pilot cities releasing means substantial progress of triple play.However, from a global perspective, many countries and departments in the world, continue to work and reform, changing the policies, systems and regulatory frameworks to address those problems of the triple play. In the current, such of the developed countries as Japan, the United States, Britain, Italy, Australia and Canada have achieved a unified regulatory body. For example, as the most economically developed country, the U.S. took the lead by establishing the Federal Communications Commission, to achieve the unity of the telecommunications and broadcasting regulation. In the "Telecommunications Act of 1996", U.S relaxed the access restrictions for the abolition of the telecommunications between industry and cable television. In this regard, China needs to do something step by step until the full relax. To resolve inter-sectoral interest, China needs to establish a unified regulatory and legal systems and coordination mechanisms.For a long time, China's telecommunications and broadcasting management sector belong to different sectors, and their profit model and business model are different. How can we remodel regulatory agencies in the triple play process, and coordinate the departments and other stakeholders distribution and protect consumer's welfare through legislation, and to solve the issues of mergers and acquisitions and antitrust in the procession of triple play, The future scholars should work harder on these issues.Therefore, this article will analyze industries conceptual integration theory, which the triple play related, and put forward the necessity and inevitability of triple play. Triple play can be powerful through the elaborate mechanism:be advanced in technology, government deregulation and management institutional innovation, which will greatly facilitate the rapid and sustainable development of the triple play. In addition, this article will draw foreign regulatory reforms and experience in the triple play, to provide for reference to China's regulatory regime, not only to enrich the economic theory of industrial convergence, but also to speed up triple play practice and regulatory reform of China.The text is divided into six chapters. Chapter 1 is Introduction, which simply analysis the background, purpose and meaning, summary research in this field at home and abroad, and the methods and text structure; Chapter 2 tells the relevant concepts of the triple play, the triple play involves three industry crossing and penetration, so we use the theory of industrial integration to explain the industrial development of the theory and technology integration of motivation, in addition, the chapter introduces the concepts and development of telecommunications networks, radio networks and Internet development, which the triple play involved. Finally, by analyzing the externalities of network, entry barriers and lock-in effect, it led to the necessities of triple play; Chapter 3 describes the reality of China's triple play, and sum up the policies, the structure, dynamic mechanism, and analyses the problems of triple play in China; Chapter 4 focuses on analyzing regulatory and legislative condition of the triple play in the United States, Britain, Japan's, to provide reference for China's future development; Chapter 5 describes a summary of advice and suggestions in regulation, legislation and specific areas to promote the development of triple play. Chapter 6.is the conclusion of the full text and summed up this idea and the paper describes the innovation and future development.
