As a world long-term research project, poverty plays an important role in social and economic development. It provides theory and actual support in improving living conditions of people. Poverty is not only a primary problem for the rural development of Bijie City, but also a severe problem for Guizhou Province even for the whole world. As the society develops, the defined standard of poverty is changed greatly as well as the causes of poverty and patterns in turning over poverty are also changed accordinglyBijie was a state-level poverty-stricken county. After 20 years of hard work, Bijie face greatly changes because of the fast-growing economy in urban and rural areas. But compared to developed cities, there is still a large gap in economical. According to statistics, there are 0.15 million poor people in Bijie in 2010, which are 10.6% of the total population. They mainly distribute in high-altitude area which are remote and traffic inconvenience. Per capita income of poverty people is 3605 RMB, which is far below the average level of Bijie and Guizhou Province, let alone other developed cities. In recent years, with the strength of poor expenditure increasing, poverty has been partly remitted and the manifestation of poverty is also changed.Poverty impedes not only the total development progress of countryside, but also the overall improvement of the social economy. Therefore, it is greatly significant to find the reason for poverty in the new period. At the same time, we can be anti-poverty analysis and policy recommendations through investigating some poor rural households of Bijie and analyzing their income situation and lifestyle characteristics. Through above work, we can also improve the overall income of rural residents and maintain social stability. According to the survey, the causes of rural poverty in Bijie are summed up: excess children, disease, house building, education, natural disasters, irrational consumption, hard ecological environment, the institution cause and so on.Different rural habits and customs, ecological environment and economic level lead different performance of poverty reasons. Therefore, when selecting an anti-poverty approach, it is necessary to consider both the local actual situation and the actual situation of their households, according to causes of rural poverty. The process includes:mobilize the initiative of farmers to develop the rural economy; increase supervision to improve the rural social security system; consolidate the achievement and strengthen follow-up management. Then, policy recommendations are presented, including:adjust anti-poverty strategy and make a reasonable identification of the poor standards; perfect laws and regulations to change in the idea of anti-poverty; increase poverty alleviation efforts;focus on remote poor;population control; the innovative poverty alleviation mode, change the poverty alleviation method;improve and implement the rural social security system, etc.
