Over the 30 years of the open and reform policy was put into practice, the private economy in Zhejiang Province has developed rapidly both in economic aggregate and scale. At the end of 2010, there are more than 3100,000 small and medium-sized private enterprises in Zhejiang, which account for 99% of the enterprises in Zhejiang 96% of the total industrial, 85% of the industry taxes, 82% of the foreign export and 95% of the employees come from small and medium-sized enterprises. Small and medium enterprises for Zhejiang economy development made enormous contribution.Hower, since the global economy crisis in 2008, the disadvantages of the private economy in Zhejiang have gradually risen up. Especially in the post-crisis era today, Small and medium-sized business closures, flight tide appears in multiple regions, which include some famous enterprises. Related research indicates, the root causes of this phenomenon is Zhejiang's small and medium-sized private enterprises mostly lack of thought of strategy management.As the internal and external situation change sharply, they cannot stand in strategic height to analysis, only care about the immediate interests, and don't have established their own unique competitive advantage. Enterprise risk resistance capability is not strong, so that influence enterprise survival and development.After the economic crisis based on the global situation , This paper selects the Zhejiang small and medium private enterprises in Typical Enterprises -- ARROW company as a case study. This paper uses the relevant theories of strategic management and analysis tools, a detailed analysis of the enterprises are facing the external environment opportunities and threats, as well as their advantages and disadvantages, and on this basis, developed ARROW company's development strategy, and puts forward some measures and suggestions on how to effectively achieve the strategic goal.Through the research, this paper believes that the strategic management of small and medium-sized enterprise survival and the development is very necessary. As a typical small and medium private enterprises, ARROW company's strategic management research process and suggestions for our small and medium-sized private enterprises should have a certain practical reference value.
