The Conference-Tourism to be one of the world's most high-profile industry for its rapid development in the world scope and the powerful economic pulling power. According to The International Conference Association (ICCA) statistics, there are about80000global international conference every year, which directly creates economic benefit of$280billion, and the speed of the growth to8%-10%a year. Although China's MICE industry develop slowly, but The exhibition's annual growth rates to stay above6%from2006-2010. Along with the development of MICE economy, and the attention from academic circles, research methods changes from qualitative analysis to quantitative analysis. While as a branch of MICE, Conference-Tourism haven't been drawn attention. This paper based on the background of growing competition in the Conference-Tourism field. The purpose of this paper is developing and completing The City-Competitiveness Theory in the Conference-Tourism field. There are three steps. Firstly, analyze the evaluation factors of Conference-Tourism Competitiveness based on value innovation in industry. Secondly, Explore the evaluation model of Conference-Tourism Competitiveness under the analysis. Finally, provide advice to the city who want to develop Conference-Tourism.The paper defines the Conference-Tourism on the base of some related researches about Conference-Tourism competitiveness and value innovation. According to three steps, that is collecting index by literature research, fixing index by expert interview and validation index by customer survey, the paper Establishes Conference-Tourism competitiveness evaluation system based on value innovation, which contain four layers of55index. such as hard power and soft power(in the first level); the hotel facilities, urban infrastructure, service, the city's cultural, social, environmental(in the second level); the meeting facilities, hotel facilities, transportation facilities, information facilities, the meeting service, hotel services, cultural facilities, cultural uniqueness, cultural vitality, urban innovation, the city attractive, city cohesive force, the city business environment, the city life environment(in the third level).Then using the system has been established to evaluate Beijing, Shanghai, Hangzhou and Xiamen. The final ranking results is the same as "2010 China Conference-City index list". According to the reckoning from such four cities, the paper puts forward to some strategies for promoting Conference-Tourism competitiveness.There are three innovations in the paper includes the theme selection, the index selection, and the weight of the index determination. Although the study of Conference-Tourism Competitiveness is still in the exploration and development phase, this paper can provide guidance in Conference-Tourism Competitiveness field for further study.
