Entering the3G era, market competition of China's telecommunications industry is more intense and market situation is more complex. The most important research subject faced for Shanxi Mobile is how to give full play to the enterprise's core competitive strength, and to work out enterprise development strategy so as to take the main position in the telecom market.This thesis firstly reviewed overall the related theories in strategic management and marketing. Then it analyzed external macro environment (PEST), industry environment and the situation of the telecommunications market in Shanxi. Secondly we use of SWOT analysis to conduct a comprehensive analysis of Shanxi Mobile's internal strengths, weaknesses, external opportunities and threats facing. Then according to the results of the above environmental we analysis to develop the appropriate strategy for the future development of Shanxi Mobile, including the future development of the idea (3G communication technologies, network convergence, brand building, service upgrade) and the corresponding business strategy (competitive strategy, marketing strategy, human resource strategy, corporate culture strategy). Finally, according to internal control and risk management needs to make the appropriate adjustments for the status quo and insufficient of Shanxi Mobile.
