Research On The Role That Farmer Professional Cooperatives Plays In Comprehensive Agricultural Development

The Comprehensive Agricultural Development Fund has been focusing on improving theagricultural comprehensive benefit and increasing grain's yield and farmers' income since it wasfounded in1988. With the development of twenty years, the agricultural productivity and benefitshave been improved significantly, but the difficulties in increasing farmers' income became a majorproblem in rural economic and social development, so the basic goal of the coming new stage ofcomprehensive agricultural development is to guide farmers in agricultural production bothintensively and extensively. Choosing to support farmer professional cooperative is to establish adirect platform supporting farmers. The State Agriculture Comprehensive Development Office hasbeen guiding and encouraging qualified farmer professional cooperatives to apply forcomprehensive agricultural development projects of land comprehensive management andagricultural industrialization since2007. The National Development and Reform Commission(NDRC), Ministry of Finance, Ministry of Agriculture, Ministry of Water Resources, State ForestryAdministration and Supply and Marketing Cooperative Society also responded actively and issuedfavored policies to professional cooperatives. In practice, the comprehensive development ofagriculture and professional cooperatives of farmers got very good development under the operationof project management mode, but the current solution also leave a space for further improvementdue to the limitations of the farmer professional cooperatives and the supporting the mechanism.This paper is to clearly define the role that the farmer professional cooperatives plays as a bridgebetween the farmers and government in comprehensive agricultural development and how supportthis organization.This paper mainly adopts the combination of theory and practice of qualitative researchmethods, through access to documents, literature and practice survey, summarizes the project typeand requirements, mode of operation of agriculture comprehensive development to support thefarmer professional cooperatives. By case analysis of the farmer professional cooperatives thatsuccessfully undertook a comprehensive agricultural development project, the author put forwardthat the farmer professional cooperatives are important carriers to implement comprehensiveagricultural development projects and giving aid to the cooperative agencies is giving aid toagriculture and the farmers. Meanwhile, the paper analyzed the existing problems of the comprehensive development of agriculture and its supporting mode for the farmer professionalcooperative, in reference to the effective ways of foreign governments giving aids to cooperativeagencies of farmers, proposed assistance policy suggestions for improving agriculturecomprehensive development to support the professional cooperative agencies of farmers.The innovation of this paper is focusing on the link between comprehensive development ofagriculture and the farmer professional cooperatives to provide certain basis for improving theagriculture comprehensive development to support farmer professional cooperatives. The authorhopes that these problems can cause other scholars think further, so as to enrich and develop thetheory about the issue.
