Taiyuan city is a national key cities for the prevention and control ofatmospheric pollution, the prevention and control of atmospheric pollution is verydifficult task. At present, we need to control the air pollutants as the goal, theindustrial structure and industrial layout adjustment as the breakthrough point, toclean production and circulation economy as the main line, key pollution enterprisemanagement, fuel structure adjustment, motor vehicle pollution control and dustcontrol as the main means, drastically reducing pollutant total amount, in order toimprove the atmospheric environment on pollutant carrying capacity, to ensurecontinuous improvement in Taiyuan city air quality.This paper choose from the point of view of the adjustment of industrialstructure in the combination of the qualitative and quantitative methods to study theatmospheric environment quality and the relationship of change. Industrial structureadjustment in promoting economic growth, but also on the quality of the atmosphericenvironment have great influence. According to the structure effect, scale effect andtechnology effect model, the use of Taiyuan city2002-2011years12industry related panel data to the empirical analysis. First of all, this paper analyzes the industrialstructure and the atmospheric environmental quality interaction between theharmonious development of the relationship; Then, this paper introduces the presentsituation of Taiyuan city industrial structure and the characteristics of the atmosphericenvironment pollution in Taiyuan city, the industrial structure has the typicalcharacteristics of resources and extensive, with energy raw material industry is givenpriority to, highly dependent on coal. Economic pillar industry non-ferrous metalsmelting and rolling processing, coal selecting, black metal smelting and rollingprocessing, oil processing and coking industry, black metal selecting and electricpower industry, etc. This article selects the per capita in Taiyuan city industrial SO2,NOXand per capita industry industrial dust as a measure of the atmosphericenvironment quality. Secondly, establish the evaluation model and calculation, theresults show that the industrial structure effect and scale effect for industrial SO2,NOX, industrial dust effect is significant, the government environmental policystrength of atmospheric pollutant emissions also play a certain role, and the technicalprogress in improving the function of the atmospheric environment is relatively weak.Taiyuan city management should focus on coal mining and washing industry, black metal smelting and rolling processing, oil processing and coking industry pollutantssuch as higher industry, and further strengthening technical innovation.
