The unreasonable Industrial structure causes a series of questions, more significant thing is the environment pollution. Environmental pollution restricts the development of the economy. How to adjust the industrial structure reasonably, with consideration of environmental factors, to achieve the goal of sustainable and stable development of economy is hot topic. This paper studys the impact on the industrial structure for the environment pollution, and analyzes the importance of adjusting the industrial structure to reduce environmental pollution for healthy and steady development of our country economy, and coordinate the relationship between economic development and ecological environment has a certain practical significance.According to the data from the existing east-central-west Regions, uses the second industry and the tertiary industry output value accounted for GDP as the index to description of the industrial structure, and uses the "three industrial wastes" as indicators of environmental pollution, through canonical correlation analysis, geting the relevance of the industrial structure and environmental pollution. Found that the second industry accounted for GDP has strong correlation with the pollution of the environment of East-Central-West Regions. The tertiary industry accounted for GDP has strong positively correlation with waste water, and negatively correlated with waste gas and waste residue. Industrial pollution control investment and capital investment also has close relationship with pollution of the environment. Comprehensive consideration of the industrial structure and environmental pollution impact to the economic development, using the tertiary industry output value accounted for the second industry output value and the tertiary industry output value to describe the industrial structure, industrial pollution control investment complete amount, forestry investment,foreign direct investment and other indicators as control variables, using factor analysis to pick a environment pollution comprehensive score to be the dependent variable, using OLS panel data regression parameter estimation, measuring degree of the industrial structure to the environment pollution. Found that East-Central-West Regions industrial structure has certain irrationality, and the industrial structure curing in nearly 10 years,contributed to the pollution of the environment and restricted the economic development. If the tertiary industry output value accounted for the second industry output value and the tertiary industry output value increasing 1%, the environmental pollution will reduce 0.02 scores, developing third industry will help to reduce the pollution of the environment. Even found that China’s environmental protection investment has not obviously eliminate environmental pollution, environmental protection investment is too low, also need to invest in governance of environment.
