Network schedule technology is one of the important methods of the project schedule management. It plays an important role for the improvement of construction and project management level and efficiency. However, because of construction schedule planning involves construction method, construction resources and of the natural and social environment of the location of the project .these lead to making a scientific、reasonable and feasible construction schedule of difficulty .Face the same project, different engineer make the different schedule. Experienced engineer, according to their experience of accumulation, their plan is more reliability and implemental. But the young engineer is lack of experience and standardization, often having difficulty in the process of make a plan, and the plan unreliable.Therefore, many scholars research the standardized of Network Schedule Plan. Some scholars propose the standardization of the breakdown work. However, this ideal is not enough to the whole process of make up a schedule. Therefore, we must research the standardization of the Network Planning.This paper through studying artificial intelligence reasoning of based-case, Analysis deeply of the character of engineering field, and put forward the connotation of the Network Planning Standardization in the engineering field. Based on the researching of the network project Based-Case Reasoning, by Visual Studio.Net platform, develops the Shaps software.Finally, this paper make the construction diversion project schedule in our country, and test the software operational situation of Shaps. We have come out threeconclusions:(1)Extensive the range of application(2)Greatly shorten the time of make a Network Planning(3)The new Network Planning is based on past successful case. So it is science, reasonable and feasible.
