Changzhou Reservoir Project is one of the key projects of Guangxi province to proceed the national strategies of Western Development and West-to-east Power Delivery. The total capacity of the power station is 630MW. The project spans two islands and three rivers. They are Changzhou island, Si Huazhou island, Neijiang River, Zhongjiang River and Waijiang River. The project consists of the buildings of locks, power stations, water releasing gates and dams, etc.According to Primary Design Report of Changzhou Project, the time for completion of the first generator will be 3 years and 8 months (44 months), and the time for the completion of the entire project will be 5 years and 10 months (70 months). However, for the nation is in power supply shortage to a large range at present, the Employer requires designers to research further on Project Completion Time and the time for production in advance.In this research report, with use of network planning technique as a theory tool, adjustment and optimization are made to the programme of Changzhou Project. By adjusting diversion plan and improving construction measures, the time for completing the key stages will be shortened. Consequently, the time for the first generator to production and the entire project completion will be shortened. The time for the first generator unit put into production will be shortened to 2 years and 8 months (30 months), and the time of the entire project completion will be 4 years and 11 months (59 months). In this way, the economic benefits of the project will increase RMB 261, 000, 000, the shipping will be improved, social and economical benefits will increase obviously.The construction of Power and Water Conservancy Projects consumes lot of resources, such as materials, manpower, equipments and capitals, etc. The supply of those resources is usually limited.
