As the electric power load grows, Dingbian power grid arose some problems such as thegrid structure is weak, the lack of conveying capacity and operation mode is inflexible.According to the forecast data of power load, By2008, the load ability of western grid hadreached its limit, to2013,130MW new load should be supplied by ZhangLiang substation.The power grid structure can be greatly improved by the construction of ZhangLiangsubstation. So Yulin Power Bureau decided to build the ZhangLiang110kV substation.This paper mainly has an analysis and design of primary system, secondery system andthe automation of system dispatch. And it introduces the system communication of theengineering. After the completion of110kV substations, total equipment in ZhangLiangaccept the dispatch of yulin. As for the design of lines, it only designes PI circuit engineeringbetween ZhangLiang and Yanzhuan110kV. Meanwhile, substation’s civil fire protectiondesign is made. The substation is near the load center. And the total station layout design ismade.To ensure the safety of engineering construction and the quality and to complete it ontime, this paper finishes the design of construction organization. This paper designes adetailed construction plan to ensure the engineering construction progress. To realize thequality target of construction engineering, quality management measures was made, and itdesignes the technology prevention measures of common fault in construction quality. Theconstruction quality and safety management group was set up to ensure the safety ofengineering construction. It also gives the safety organization measures. And this paperpresentes prevention and control measures of some dangerous points.ZhangLiang substation was completed on time according to the construction progressarrangement, which showes that the construction organization design is reasonable. Since thesubstation were put into operation, all operate normally, the voltage is qualified, power factormeets the demands and lightning protection system is good. Finally, it gives out the present operation situation of substation, and the corresponding analysis.
