The Research On The Classification Of Dangerous Omens At Sea

The classification of dangerous omen at sea is not only in order to comply with the requirements of international conventions and domestic laws and regulations, but also is for the reasonable use of the search and rescue (SAR) resources, and to provide support to the government for a reasonable assessment of the maritime safety situation and the SAR action. This thesis summarizes the existing classification of dangerous omen at sea, and through researching the aviation, railway, highway dangerous omen class-ification, discovers the influencing factor of dangerous omen at sea. The dangerous omen at sea has many types, and their danger indicators and weights are not the same. This thesis classifies the dangerous omen, and establish the index system of all kinds of dangerous omens by consulting he limited literature and expert advice. There are 3 kin-ds of dangerous omen at sea related to life directly:persons in distress on the survival craft; persons fell into the water and persons injury or illness. The dangerous omen involving the safety of the ship has six kinds:the ship damaged, the ship grounded, the ship conflagration, the ship out of control, the ship tilted and the ship missing. The dangerous omen involving danger to the marine environment is mainly the leakage of dangerous goods.In this paper, it uses the Attribute Comprehensive Evaluation Methods to research each kind of sea dangerous omen. Attribute Comprehensive Evaluation is an integrated evaluation method. Its prominent advantage is in the evaluation of the ordered partition class, and has got a major breakthrough in clustering analysis, pattern re- cognition, quality assessment and decision-making system. But no one has used it in the field of maritime safety evaluation. The thesis uses expert investigation method to dete- rmine the index’s relative attributes and weights, and uses the attribute measure function to calculate each index attribute measure, Then establishes a confidence attribute reco-gnition sub-system. This thesis completes the attribute hierarchical model of the 10 kinds of sea dangerous level model.
